Philippines Document Attestation Process :

1. Commission on Higher Education Authentication/ Notary Attestation in Philippines
   • Educational Certificates originated from any Philippines-based educational institution must be authenticated from the educational authorities of the country. The secondary education certificates require authentication from the Commission on Higher Education (CHE).
     The elementary and primary education certificates must be authenticated from the Department of Education (DoE).
     The technical education/ training certificates require authentication from the Technical Education and Skill Development Authority (TESDA).
     Personal Certificates such as birth certificate, marriage certificate, death certificate etc. requires Notary attestation prior to the attestation from other governmental authorities.
2. Attestation by the Department of Foreign Affairs of Philippines
   • Upon the completion of state-level authentication, all the educational and non-educational certificates required to be attested from the Department of Foreign Affairs (DFA) in the Philippines. 
3. Attestation by the UAE Embassy in Philippines
   • Afterwards, the documents will be attested by the UAE Embassy in Philippines. This is the final step of document attestation in the Philippines. Thereupon, the documents will be sent back to the Dubai for further attestation.
4. Ministry of Foreign Affairs Attestation in UAE
   • At last, after being attested from all the above mentioned authorities, the documents will be attested by the Ministry of Foreign Affairs (MOFA) in UAE.
